This fan is called an uchiwa. It’s a traditional Japanese fan, made of bamboo and paper. My adoptive region (Kagawa Prefecture) is the main producer of such fans in the country.
Well, the traditional kind. They’re more and more commonly made of plastic and used as promotional support for this or that.
